This Joint Resolution proposes an amendment to the New Mexico Constitution to allow individuals aged twenty-one and older to legally possess and personally use marijuana. It also mandates that the state legislature enact laws to regulate various aspects of marijuana and hemp, including their production, processing, transportation, sale, and taxation, while specifying acceptable quantities and places for use to ensure public health and safety. Furthermore, any state revenue generated from these regulated activities must be allocated to fund the state's Medicaid program or drug and alcohol rehabilitation programs. This proposed constitutional change would be put to a vote by the public at the next general or a specially called election.
