This bill establishes a Chief Data Officer within the Agency for State Technology (AST) to oversee state government data management and interoperability, and authorizes the AST to develop standards and a central platform for optional digital versions of state licenses and identification cards, which can be issued for a $5 fee. The bill also requires the Department of Highway Safety and Motor Vehicles (DHSMV), in coordination with the AST, to develop a system for issuing an optional digital driver's license for a $5 fee, with these fees going to the Highway Safety Operating Trust Fund, and mandates that all state agencies consider commercial cloud computing services for new technology investments. Additionally, the bill appropriates $500,000 for the DHSMV to implement a pilot program for digital driver's licenses by July 1, 2017, limited to elected officials and state employee volunteers.
