This bill, the Small and Disadvantaged Business Enhancement Act of 2016, amends the Small Business Act to expand the responsibilities of the Office of Small and Disadvantaged Business Utilization (OSDBU) within federal agencies. Specifically, it requires OSDBUs to review agency purchases between $3,000 (the micro-purchase threshold) and $100,000 (the simplified acquisition threshold) if paid for with a Department of Defense or executive agency purchase card, to ensure these purchases comply with the Act and are properly recorded in the Federal Procurement Data System. Furthermore, the OSDBU's annual report to Congress must now include any instances where an agency fails to comply with certain provisions related to small and disadvantaged businesses, including programs for service-disabled veteran-owned small businesses and the HUBZone program, which aims to promote economic development in historically underutilized business zones. The bill also clarifies that the management of each OSDBU should be led by an individual whose primary duties involved these specific procurement programs.
