This bill, known as the Transparency in Small Business Goaling Act of 2016, amends the Small Business Act to ensure that the total value of federal procurement contracts awarded to small businesses is calculated more comprehensively. Specifically, it prevents the exclusion of a contract's value from this total based on factors such as where the contract was awarded or performed, whether federal law mandates it be performed by a non-small business, or if its funding comes from an appropriations Act, provided it's subject to civilian or military procurement rules and the Federal Acquisition Regulation (FAR). The FAR is a set of rules and regulations that govern the government's acquisition process. The bill also clarifies that contracts otherwise subject to the FAR should not have their value excluded from small business goaling calculations.
