This means that for construction, alteration, demolition, repair, or painting projects undertaken by the state or its political subdivisions within these specific counties, contractors must pay laborers and mechanics wages and benefits that are at least as high as those determined by the director to be prevailing in that class A county, often based on local collective bargaining agreements. If local agreements are insufficient, the director will look to the nearest similar class A county. The bill also clarifies the director's authority to issue subpoenas and withhold payments to ensure compliance with these prevailing wage requirements and mandates that the director issue rules to administer the act.
