This bill mandates that by September 30th of each year, the state department must report to the legislature on the utilization, costs, savings, and administrative expenses related to medical assistance coverage for individuals eligible under a specific federal provision (42 U.S.C. 1396a(a)(10)(A)(i)(VIII)), detailing the number of enrollees, general fund savings, total medical expenditures and their sources, administrative costs and their sources, and cumulative net general fund savings since fiscal year 2016. It also amends eligibility for medical assistance, stating that individuals under the aforementioned federal provision are only eligible if the federal medical assistance percentage paid to the state for their coverage is at least 90 percent, and this reporting requirement is set to be repealed on June 30, 2022. The bill further requires the Department of Health and Social Services to amend its state plan for medical assistance and seek necessary federal waivers, and the commissioner must notify legislative leaders of specific events, such as a reduction in the federal medical assistance percentage or exceeding projected enrollment or savings targets, before January 1, 2022. The bill's effective dates are conditional, with certain sections taking effect only upon certification of federal approval of the state plan and other sections contingent on notification of specific program events.
