This bill mandates that medical facilities providing abortions must ensure anesthesia is administered to fetuses older than seven weeks, with the type and method of anesthesia conforming to standards used in fetal surgery, and violations are considered misdemeanors punishable by fines and/or jail time; additionally, it requires that if a fetus is aborted alive, the facility and individuals involved must use all available medical means to preserve its life, with violations of this provision being felonies punishable by significant fines and/or imprisonment, and both provisions explicitly state they do not endorse, allow, permit, or approve of abortions.
