Bill Summary

Allowing public higher education institutions to retain in-state tuition

AI Summary

This bill allows public higher education institutions, specifically state universities and community colleges, to keep all tuition paid by students who live in the state. This money will be held in special accounts called revolving trust funds and can be used by the institution's administration for its own purposes. Any money left in these funds at the end of a fiscal year will carry over to the next year and will not be returned to the state's main budget, known as the General Fund. Additionally, for employees whose salaries are paid from this retained tuition, their fringe benefits, which are extra payments or benefits beyond salary like health insurance or retirement contributions, will be funded as if their salaries were paid from regular state money, but only for those fringe benefits directly related to salaries paid from this newly retained tuition.
