This bill establishes a statewide sexual assault kit tracking system to monitor the location and status of these kits throughout the criminal justice process, allowing medical facilities, law enforcement, prosecutors, and the Washington state patrol to update and track kits, and enabling victims to anonymously track their kits. It also mandates participation in this system by local law enforcement agencies, sheriffs, the Washington state patrol, and hospitals, while providing immunity from liability for good-faith information release or failure to release information related to the system, unless there is gross negligence. Furthermore, the bill creates a grant program administered by the Washington association of sheriffs and police chiefs (WASP) to reinvestigate cases with untested sexual assault kits from before July 24, 2015, requiring grant recipients to involve victims' advocates and notify victims of testing results. To fund these efforts, a new sexually oriented business fee of four dollars will be levied on admissions to live adult entertainment establishments, with the revenue deposited into a dedicated account to support sexual assault kit testing, reinvestigation grants, and services for victims of sexual abuse and human trafficking.
