This bill would allow eligible individuals who are not currently registered to vote to register on the day of any municipal, primary, or general election at their assigned polling place, provided they present an acceptable identifying document, complete a voter registration form, and sign an affidavit confirming they are not already registered for that election, have resided in the county for at least 30 days, and will not vote more than once. A designated official at the polling place would review these documents and issue a temporary registration certificate, after which the individual would be permitted to vote only by provisional ballot, which is a ballot cast while eligibility is still being verified. The bill also mandates that election officials investigate and verify the registrations of voters who registered under this provision if their mailings are returned as undeliverable by the post office, and it establishes penalties, including a fourth-degree crime, for voter fraud related to this process.
