This Concurrent Resolution proposes an amendment to the New Jersey Constitution to clarify how the Legislature is responsible for ensuring a "thorough and efficient system of free public schools" for all children between the ages of five and 18. The amendment would allow the Legislature to pass laws that define what constitutes such a system and how it should be funded, including decisions on the amount of money provided by the state and local districts, how that money is spent, and how it is raised. Importantly, the proposed amendment explicitly states that it does not require the Legislature to provide any specific minimum or maximum amount of funding from the state, nor does it limit the Legislature's authority to regulate school funding as it sees fit. This proposal will be put to a public vote at the next general election.
