This bill makes several changes to Florida's healthcare services laws, including authorizing the Department of Highway Safety and Motor Vehicles to share digital and photographic records with the Agency for Health Care Administration (AHCA) to combat healthcare fraud, and directing that appeals related to Medicaid programs directly administered by AHCA, such as Florida's Statewide Medicaid Managed Care program, be handled by AHCA starting March 1, 2017. It also revises eligibility for the Florida Kidcare program to include "lawfully residing children" and adjusts definitions related to rural hospitals and developmental disabilities, adding Phelan-McDermid syndrome to the list of conditions considered developmental disabilities. Additionally, the bill establishes a payment methodology for managed care plans that provide housing assistance to individuals with severe mental illness or substance use disorders, and allows a Program of All-inclusive Care for the Elderly (PACE) organization serving Broward County to also serve enrollees in Miami-Dade County, with other sections authorizing new PACE sites in various counties and expanding eligibility for certain home and community-based services.
