The bill mandates that the DMV and these collaborating agencies investigate these issues, gather information from other enforcement bodies, and submit a report to the Legislature by January 1, 2019, detailing their findings on enforcement actions, regulatory gaps, how unlicensed dismantlers acquire vehicles, barriers to enforcement, and recommendations for improving compliance and enforcement. This coordinated effort and reporting requirement will be in effect until January 1, 2020.
