This Joint Resolution proposes an amendment to the New Mexico Constitution to implement a temporary, ten-year increase in the state's fuel tax. Specifically, it would add a new section to Article 8 of the constitution, imposing an excise tax of five cents ($.05) per gallon on motor vehicle fuels, including gasoline, special fuels, and alternative fuels, from July 1, 2017, through June 30, 2027. The revenue generated from this additional tax would be exclusively dedicated to the maintenance and improvement of state roads and highways, and its collection, administration, distribution, and appropriation would be governed by existing laws. This proposed constitutional amendment would then be presented to the voters for their approval or rejection at the next general election or a special election held before then.
