This bill modifies existing law regarding accounting procedures for local agencies, which are governmental entities like cities and special districts. Currently, the Controller, a state official responsible for financial oversight, is required to prescribe uniform accounting and reporting procedures for various local agencies, including special districts. This bill would change that by requiring the Controller to prescribe these uniform accounting procedures *only* for specified types of special districts, meaning the rules would be more narrowly applied to them. For cities, the bill introduces a new requirement: the Controller must now prescribe uniform accounting procedures for them as well, but this will be done in collaboration with a newly created "Committee on City Accounting Procedures." This committee, to be appointed by the Controller, will consist of city finance officers, city managers, a certified public accountant, and an officer from a rural city, and will advise on accounting matters for cities. The bill also makes conforming changes to reflect these adjustments.
