This bill requires the California Environmental Protection Agency (Agency) to oversee the creation of a registry to track greenhouse gas emissions related to the water-energy nexus, which refers to the interconnectedness of water and energy systems. The Agency can contract with a qualified nonprofit organization, potentially a successor to the former California Climate Action Registry, to develop and manage this registry. This registry will allow entities doing business in California to voluntarily report their greenhouse gas emissions, establish baseline emissions, and record any voluntary reductions in emissions.
