This Resolution sets forth the rules for how the House of Representatives will consider H.R. 2406, a bill aimed at protecting and improving opportunities for recreational hunting, fishing, and shooting. It allows the Speaker to bring the bill to the floor for debate and amendment, waiving any objections to its consideration. The bill will have one hour of general debate, equally split between the majority and minority parties on the Natural Resources Committee, followed by a process where amendments can be offered under a strict time limit. Importantly, it allows for a specific committee-recommended amendment to be considered as the base for further amendments, also waiving objections to it and limiting further amendments to only those specifically listed in the accompanying Rules Committee report. These listed amendments will have their own debate times, cannot be further amended, and will have all objections waived. After all amendments are considered, the bill will be sent back to the House for a final vote, with a single opportunity for a motion to recommit (send it back for further changes) before the final vote.
