This bill would require municipalities to either pave, repave, improve, or reimprove roads and streets that have been accepted for dedication to public use or meet the municipal standards and specifications for dedication within a qualified private community, or to provide reimbursement in lieu of providing the service. The bill also requires municipalities to provide other services, such as snow removal, lighting, and leaf and recyclable material collection, to qualified private communities in the same fashion as they provide these services on public roads and streets. The Director of the Division of Local Government Services in the Department of Community Affairs is required to provide a cap base adjustment to the total general appropriations of the local budget year prior to the year in which the services are first provided by the municipality for the full amount appropriated pursuant to the bill.
