This bill authorizes the city of Northampton to grant four additional licenses for establishments to sell alcoholic beverages that can be consumed on the premises, overriding a general state law that limits the number of such licenses. The specific establishments eligible for these new licenses are RIAS BAIXAS LLC (d/b/a Ibiza Tapas), Local Burger LLC (d/b/a Local Burger), OBCT, Inc. (d/b/a Sierra Grill), and Sylvester's Fine Food, Inc. (d/b/a Sylvester's Restaurant). These licenses will be subject to all regulations in Chapter 138 of the General Laws, except for the limitation on the number of licenses. Importantly, any license granted under this bill cannot be transferred to a location outside of Northampton's Central Business District or Florence Business District, as defined by zoning maps from September 21, 2015, and any new applicant for such a license must demonstrate good standing with the Department of Revenue and the Department of Unemployment Assistance. Licenses granted will be clearly marked with this location restriction, and if a license is no longer in use, it will be returned to the city's licensing authority to be reissued within the specified districts under the same conditions.
