This bill enacts the Agreement Among the States to Elect the President by National Popular Vote, a pact that any U.S. state or the District of Columbia can join by passing this agreement into law. Once enacted by states collectively holding a majority of the electoral votes, the agreement mandates that each member state will conduct a statewide popular election for president and vice president, and the presidential electors from that state will be pledged to the presidential slate that wins the overall national popular vote, meaning the candidate who receives the most individual votes across all participating states. The agreement defines key terms such as "chief executive" (governor or mayor), "chief election official" (the person or body certifying vote totals), "presidential elector" (an individual chosen to cast electoral votes), "presidential elector certifying official" (the person or body certifying elector appointments), "presidential slate" (a pair of candidates for president and vice president), "state" (including the District of Columbia), and "statewide popular election" (a general election where votes are counted statewide). Member states can withdraw from the agreement, but such withdrawal is delayed if it occurs within six months of a presidential term's end, and the entire agreement terminates if the Electoral College is abolished.
