This bill, by amending title 38 of the United States Code, which governs veterans' benefits, directs the Department of Veterans Affairs (VA) to provide special compensation to veterans who have experienced the anatomical loss or permanent loss of use of one or more "creative organs," which in this context refers to reproductive or sexual organs. Specifically, eligible veterans will receive two separate lump-sum payments of $10,000 each, with the second payment not being made less than one year after the first. This special compensation is in addition to any disability compensation a veteran is already receiving, though a veteran cannot receive both the special compensation and disability compensation under subsection (k) in the same month. To receive these payments, a veteran must submit a separate application for each payment to the VA. This provision applies to veterans who are already receiving disability compensation for the specified conditions on or after the bill's enactment date.
