This bill directs the Secretary of Energy to review and update a previous report on the energy and environmental benefits of re-refining used lubricating oil, which is the process of cleaning and restoring used oil so it can be used again. This update, to be completed within one year of the bill's enactment, will involve consulting with various government agencies and industry stakeholders to refresh the data used in the original report. Furthermore, the Secretary, in collaboration with the Environmental Protection Agency and the Director of Management and Budget, will develop and submit to Congress a coordinated strategy aimed at increasing the beneficial reuse of used lubricating oil, ensuring it aligns with national policy and includes measures to improve used oil collection, inform the public about sustainable reuse options, and encourage such reuse by federal agencies, grant recipients, contractors, and the general public.
