AI Summary

This bill, the Energy and Water Development and Related Agencies Appropriations Act, 2017, provides funding for fiscal year 2017 for various government entities involved in energy and water development, including the U.S. Army Corps of Engineers' civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and independent agencies like the Nuclear Regulatory Commission. A key provision of the bill establishes rules for how appropriated funds can be "reprogrammed," meaning moved between different programs, projects, or activities, generally requiring prior approval from the House and Senate Committees on Appropriations for significant changes or the creation/elimination of programs. It also includes specific appropriations for various DOE programs such as energy efficiency and renewable energy, nuclear energy, and atomic energy defense activities, as well as for the Bureau of Reclamation's water and related resources management. The bill also sets forth restrictions on how funds can be used, for instance, prohibiting changes to certain regulations concerning "fill material" under the Federal Water Pollution Control Act and specifying conditions for the open lake disposal of dredged sediment in Lake Erie. Furthermore, it authorizes a pilot program for consolidated storage facilities for spent nuclear fuel and high-level radioactive waste, and includes provisions for the Defense Nuclear Facilities Safety Board and the Nuclear Regulatory Commission.
