This bill expands the list of individuals in Massachusetts who are legally required to report suspected child abuse or neglect, known as mandated reporters, to further protect children. In addition to those already defined as mandated reporters in MGL chapter 119, section 21, this act proposes that public or private school employees, individuals working with children in any public or private child care facility (paid or unpaid), and all volunteers who regularly interact with children in local youth organizations like sports teams, churches, libraries, scouting groups, and youth clubs, also become mandated reporters, provided they are 18 years or older. Furthermore, all newly designated mandated reporters will be required to undergo training provided by state agencies, with ongoing refresher courses also mandated.
