This bill aims to clarify the rules for federal employees working in temporary positions, specifically those with "time-limited appointments," at land management agencies, allowing them to more easily apply for permanent jobs at any federal agency. Currently, the law, found in title 5 of the United States Code, has specific provisions about who can compete for permanent positions. This bill proposes to amend section 9602 of that title to make it clearer that employees in these temporary roles at land management agencies can apply for permanent positions both within their own agency when it's looking to hire from its existing staff, and at any federal agency, including other land management agencies, when those agencies are accepting applications from outside their current workforce. The bill also adds language to clarify that this applies to former employees who were most recently separated after being considered a time-limited employee.
