This Resolution establishes the rules for considering two important bills in the House of Representatives: H.R. 4974, which makes appropriations for military construction and the Department of Veterans Affairs for the fiscal year ending September 30, 2017, and H.R. 5243, which provides appropriations for fiscal year 2016 to address the Zika virus.
