This bill authorizes a municipality to regulate events in the municipality organized on the Internet. Under the bill, a municipality may establish a regulatory framework through which proprietors of commercial establishments within the municipality can participate in events jointly organized on the Internet. The regulatory framework may include a registration fee based on the expected number of participants in the event. The total amount of the registration fees collected by a municipality under this section would be no more than five dollars per expected participant. The bill is intended to defray public costs associated with large gatherings organized on the internet by commercial establishments. Several of these events that take place in the State require substantial public expenditures. Municipalities in the State support their local establishments' efforts to increase participation in these events. Accordingly, municipalities should be empowered to register attendees in an effort to promote public safety and ensure the long-term success of such events.
