This bill aims to promote equitable health care pricing by establishing new trust funds and directing financial transfers to support hospitals and health care services. Specifically, it amends existing laws to allow for transfers to the Community Hospital Reinvestment Trust Fund, which will provide financial support to eligible acute care hospitals that do not have excessively high relative prices compared to the statewide median. Additionally, it creates a MassHealth Delivery System Reform Trust Fund, managed by the secretary of health and human services, to reimburse acute hospitals and other providers for services to MassHealth beneficiaries, and to make enhanced service and incentive payments.
