This bill amends Massachusetts General Laws chapter 94C, section 31, specifically paragraph (a) of Class B controlled substances, by updating the definition of what constitutes a Class B controlled substance related to coca leaves and cocaine. The changes remove a specific exclusion for processed coca leaves from which certain derivatives have been removed, and instead, broadly include cocaine, its salts, isomers, and salts of isomers, as well as ecgonine and its derivatives, their salts, isomers, and salts of isomers, and any mixture containing these substances. This means that even if certain derivatives are removed from coca leaves, the resulting product, if it contains cocaine or related compounds, will now be classified as a Class B controlled substance. This amendment is within the purview of mental health and substance abuse regulations.
