This bill establishes a "Complete Streets Program" within the Massachusetts Department of Transportation (the "Department") to encourage municipalities to incorporate designs that accommodate all users of transportation modes, such as pedestrians, cyclists, public transit, and vehicles, into road improvement projects. To be eligible for grants under this program, a municipality must apply to the Department, adopt a policy for complete streets that includes a public hearing and identifies who will be responsible for implementing it, have a municipal employee trained in the program, develop a plan to prioritize complete streets projects, and meet other Department requirements. The Department is authorized to create rules and guidelines for the program, including how grants will be awarded, and will consult with relevant advisory boards on its development and management.
