This bill amends Chapter 184 of the General Laws to add a new section that protects a homeowner's or tenant's right to install and use a clothesline, which is defined as a rope, cord, wire, or similar device used to dry clothing or other items outdoors. While homeowners and associations of homeowners can implement reasonable rules regarding the placement and use of clotheslines, these restrictions cannot outright ban their use, and no private entity can charge a fee for their use. If existing contracts, deeds, covenants, or agreements prohibit clotheslines, a meeting must be held to reconsider that prohibition upon request from a homeowner or tenant. Furthermore, cities and towns can vote to accept this section, which will then be placed on their official ballot for voters to decide if it should take effect locally.
