This bill establishes an 11-member task force to study and recommend a uniform state policy for how employees of the Commonwealth of Massachusetts, who are not covered by union contracts (collective bargaining agreements), should be compensated for unused vacation and earned sick leave when they leave their jobs. The task force, which includes representatives from various state government branches and appointees by legislative leaders and the governor, will examine issues such as how sick leave accrues, how unused sick leave is paid out upon retirement or death, and whether sick leave can be transferred from other government entities, as well as the possibility of an extended illness leave bank. The task force is required to begin its work within 30 days of the bill's effective date and submit its findings by October 1, 2016, with the act taking effect retroactively on July 1, 2016, to ensure its purpose of establishing this task force is immediately served.
