This bill establishes a new Department of Municipal Finance in the town of Carver, which will oversee all of the town's financial operations, including accounting, payments, investments, debt management, and property valuation, and will provide financial advice to town departments. This department will be led by a Finance Director, who will report to the Town Administrator and be responsible for budgeting, financial reporting, and supervising department personnel. The Finance Director can also serve as either the Town Accountant or Treasurer-Collector, but not both. The bill also creates the position of Principal Assessor, who will report to the Finance Director and be responsible for property appraisal and valuation. The Treasurer-Collector and Town Accountant positions will continue to exist with their existing duties, though they may be filled by separate individuals or potentially by the Finance Director. This legislation also repeals a previous act related to the Treasurer-Collector position in Carver and will become effective upon its passage.
