This bill makes several changes to the Political Reform Act of 1974 regarding campaign disclosures: 1. It repeals provisions that require ballot measure committees to identify their major donors of $50,000 or more and disclose the identities of donors with a common employer. 2. It clarifies the definition of "expenditure" by describing when a payment would be considered made for political purposes. 3. It expands the disclosure requirements for telephone calls that advocate for or against candidates or ballot measures to apply to candidate-controlled committees, political party committees, and slate mailer organizations. 4. It revises the definition of "advertisement" to exclude certain types of communications and establishes new disclosure requirements for advertisements, including identifying the committee paying for the ad and disclosing the top three cumulative contributors of $50,000 or more to that committee. Certain committees are exempted from the top contributor disclosure. 5. It prohibits earmarked contributions to a committee or candidate unless the contribution is fully disclosed. The bill also declares that it furthers the purposes of the Political Reform Act and takes immediate effect as an urgency statute.
