This bill enacts the "Agreement Among the States to Elect the President by National Popular Vote" in New Mexico. Under this agreement, each member state would conduct a statewide popular election for president and vice president, and the presidential elector nominees of the party whose nominees receive the largest national popular vote total would be granted a certificate of election by the state canvassing board, regardless of the vote total within New Mexico. The agreement would take effect when states cumulatively possessing a majority of the electoral votes have enacted it, and a member state may withdraw from the agreement, except within six months of the end of a president's term. The bill also amends New Mexico's existing law on presidential electors to conform with the agreement.
