This bill authorizes the city of Salem to issue new alcoholic beverage licenses and convert an existing seasonal license to an annual one, allowing for the sale of alcoholic beverages to be consumed on the premises. Specifically, it permits Salem to grant one additional license for all alcoholic beverages to ZXE, LLC, d/b/a Merchant Hotel, and another additional license for wine and malt beverages to Brew on the Grid Salem, LLC, d/b/a Brew on the Grid. Furthermore, it allows for the conversion of a current seasonal license held by Salem BC, LLC, d/b/a Bonchon, to an annual license for all alcoholic beverages. The bill specifies that these licenses, once granted or converted, will be subject to most regulations in Chapter 138 of the General Laws, except for sections 17 and 17A, and that the transfer of these licenses to a different location is prohibited, though they can be reissued to new applicants at the same location under certain conditions. The city of Salem will also charge a fee for these licenses, with any amount exceeding the standard annual renewal fee to be deposited into the city's economic development account.
