This bill, called the Fair Repair Act, would require original equipment manufacturers (OEMs) to provide independent repair providers and owners with access to diagnostic and repair documentation, including software updates, on fair and reasonable terms. OEMs would also be required to sell repair tools and parts to independent providers and owners, with some exceptions. The bill does not apply to motor vehicle manufacturers or dealers, and OEMs would not be required to divulge trade secrets. Violations of the Act could result in civil penalties of up to $500 per violation.
