This bill repeals the existing section 167.131 of the Missouri Revised Statutes and enacts three new sections: 162.074, 162.075, and 167.131. Key provisions include: (1) the state board of education shall adopt a system to accredit individual attendance centers (school buildings) within a district separately from the district as a whole; (2) if a school district or attendance center is classified as unaccredited, the student-to-teacher and student-to-counselor ratios must be reduced; (3) the state shall pay for the additional teaching staff required by the reduced ratios; and (4) students from unaccredited or lapsed districts can transfer to accredited schools in other districts, with tuition rates and transportation costs capped at specified amounts.
