This bill amends existing Montana law to provide Average Number Belonging (ANB) funding for 19-year-old students who have not yet graduated from high school and are enrolled to earn credits towards their high school diploma. The bill lowers the age of admission to school from 6 years old to 5 years old, and allows trustees to admit individuals who have graduated from high school but are not yet 19 years old. The bill specifies that students who have reached 19 years old by September 10 of the school year cannot be included in ANB calculations, except for those who have not reached 20 years old by September 10, have not graduated, and are enrolled to earn credits towards a high school diploma. The bill takes effect upon passage and approval and applies to school years beginning on or after July 1, 2017.
