This bill establishes a pilot project within the New York State Department of Corrections and Community Supervision to place inmates who are parents of minor children in the correctional facility closest to the primary residence of their child(ren), provided such placement is suitable and would facilitate increased contact between the inmate and their child(ren). The project has a maximum of 100 male and female inmates who voluntarily participate, and the Department is required to consult with the Office of Children and Family Services and local social services districts to determine the suitability of the child(ren) and family for participation. The Department must submit annual reports on the effectiveness of the pilot program, including its impact on the inmates, their children, and family members, as well as institutional safety and performance. The bill outlines eligibility criteria for the program and authorizes the Commissioner to revoke participation for disciplinary issues or failure to participate in assigned programs. The pilot project is set to expire three years after its effective date.
