This bill aims to promote and support service-disabled veteran-owned small businesses in Kentucky. It requires the Finance and Administration Cabinet to set aside a minimum of 3% of the value of all state contracts for goods and services for these businesses. The bill also mandates that government agencies actively engage with veterans' organizations to make them aware of available contract opportunities, and solicit at least one quote from a service-disabled veteran-owned vendor when using their small purchase authority, unless no such vendor can provide the required product or service. The success of these efforts will be measured by monitoring the number of registered service-disabled veteran-owned businesses, the increase in solicitations and quotes received from them, and the value of contracts awarded to them. The Finance and Administration Cabinet will also submit an annual report detailing their progress in assisting these businesses.
