This Joint Resolution proposes to amend the New Mexico Constitution to allow for the withdrawal of $7 billion from the Land Grant Permanent Fund, which is a collection of funds generated from lands granted to New Mexico by the federal government for public education and other purposes. This withdrawal would only be permitted with the consent of the U.S. Congress and would be distributed over eight years for economic stimulus programs, specifically $4 billion for infrastructure and energy projects, $2 billion for applied research in clean energy and water technologies, and $1 billion for early childhood services. The proposed amendment would then be put to a vote of the people.
