This bill, concerning the Political Reform Act of 1974, introduces new penalties for vendors or contractors who repeatedly violate gift limits when giving gifts to members or employees of the Public Employees' Retirement System (PERS) and the State Teachers' Retirement System (STRS). Specifically, if such a vendor or contractor makes gifts exceeding the established limit to a PERS or STRS board member or employee on two separate occasions within a five-year period, they will be disqualified from bidding on or being awarded any contract with those systems for two years, starting from the date of the second penalty. Violations are considered separate if they occur more than 60 days apart. The bill also amends existing law to clarify that the gift limit for members of the PERS and STRS boards and their designated employees from any single source who has secured or proposed a contract within the last five years is $50 per calendar year, a reduction from the general $250 limit for other state officials.
