This bill, in response to delays in mail delivery caused by the United States Postal Service's consolidation of mail processing facilities, aims to prevent voters from being disenfranchised by allowing vote-by-mail ballots to be counted if they are received by election officials up to three days after Election Day, provided they are postmarked or signed and dated by Election Day. It also extends the deadline for elections officials to prepare a certified statement of election results from 28 days to 31 days after the election.
