This Joint Resolution proposes an amendment to New Mexico's state constitution that would require the state to join an agreement, or "compact," with other states. The core idea of this compact is that all participating states would pledge their Electoral College delegates to the presidential candidate who wins the most votes nationwide, known as the national popular vote, rather than the candidate who wins each individual state's popular vote. This change would only take effect if enough states join the compact so that the combined number of their Electoral College delegates exceeds 270, which is the number needed to win the presidency. Additionally, the compact would automatically end if the Electoral College itself is abolished. If approved by the legislature, this proposed amendment would then be put to a vote of the people of New Mexico.
