This bill enacts the "Agreement Among the States to Elect the President by National Popular Vote" in New Mexico. The key provisions are: 1) Each member state (any U.S. state or the District of Columbia) will hold a statewide popular election for President and Vice President, and the chief election official in each member state will determine the national popular vote total for each presidential slate. 2) The presidential slate with the largest national popular vote total will be designated as the "national popular vote winner," and the member states will certify the appointment of the elector slate associated with that presidential slate. 3) The agreement takes effect when states cumulatively possessing a majority of the electoral votes have enacted it, and member states can withdraw with some restrictions. The agreement terminates if the Electoral College is abolished. 4) The existing New Mexico law is amended to align with the agreement, requiring the state canvassing board to grant certificates of election to the presidential elector nominees of the party whose nominees receive the largest national popular vote total, rather than the highest statewide vote in New Mexico.
