This bill makes several changes to the use of severance tax bond proceeds, including: - Voiding authorizations for the issuance of severance tax bonds for certain capital projects that have not yet received the bonds. - Suspending a portion of the severance tax bonding capacity allocations for water, tribal, and colonias infrastructure projects in 2017. - Requiring the issuance of additional severance tax bonds to restore allotments from the general fund for certain capital project appropriations. - Transferring $6 million from the capitol buildings repair fund to the general fund in fiscal year 2017. - Providing for a revised 2017 estimate of the amount of severance tax bonding capacity available. The bill also declares an emergency, allowing it to take effect immediately.
