This bill: - Reduces appropriations in the General Appropriation Act of 2015 by $4 million for Local Economic Development Act projects, and dedicates $2 million of that to improving infrastructure at the Roswell International Air Center. - Reduces appropriations in the General Appropriation Act of 2016 for various state agencies and programs, including the Taxation and Revenue Department, Department of Public Safety, and Public Education Department. - Allows the Governor, with approval of the State Board of Finance, to reduce Fiscal Year 2017 general fund appropriations by up to 1% if revenue collections are insufficient to meet appropriations. - Transfers various funds and account balances, totaling over $60 million, to the Fiscal Year 2017 general fund appropriation account and operating reserve account. - Allows the Governor, with State Board of Finance approval, to transfer additional funds from the Tobacco Settlement Permanent Fund to the general fund's operating reserve account as necessary to meet Fiscal Year 2017 general fund appropriations.
