This bill requires special audits for capital outlay projects (infrastructure improvement projects) that receive more than $1 million in state funding. The audits, conducted by independent auditors approved by the State Auditor, must ensure that all funds were used properly and in accordance with the laws that authorized or appropriated the funding. The fiscal agent for the capital outlay project is responsible for paying for the special audit, which is subject to the Audit Act. The bill takes effect on July 1, 2017.
