This bill requires the State Board of Education to adopt a statewide system of college and career planning tools called the Individual Career and Academic Plan (ICAP). Starting from the 2019-2020 school year, all public high school students will be required to complete the ICAP process to graduate with a standard diploma. The ICAP will include career and college interest surveys, postsecondary and workforce goals, an intentional sequence of courses, the student's academic progress, and experience in service learning and/or work environment activities. The ICAP will be implemented in a phased approach, with the 2017-2018 school year dedicated to developing the ICAP tools, the 2018-2019 school year as a pilot program, and full implementation in the 2019-2020 school year and beyond.
